DevolutionContinuity of Government (COG) has always been a concern in the USA. A simple example would be if a tornado hit the US Capital when in session and 90% of Congress was hospitalized or dead. How do we, as a nation, instantly regain continuity of government? In such an event, the military can take over temporarily. If a large percentage of government were to be infiltrated slowly, over a long time, by corrupt actors working for foreign entities, we would have an illegitimate government in control. The continuity of our government would be compromised, just like the tornado event. The military could step in. DEVOLUTION is the term the military uses to take back control of a compromised government.
